About this Position

Professional Analysis, Inc. (PAI) is seeking a Software Engineer with a cyber background to provide industrial and marine computer engineering expertise and support to the NAVFAC Navy Expeditionary Program Office (ExPO), Sealift Support Division, Software Support Activity (SSA) Program Manager (PM) in Jacksonville, FL. This position involves the installation, operation, and maintenance of computer and networking systems aboard Sealift Support lighterage worldwide.

The Software Engineer must be able to tour industrial areas and Naval vessels prior to, during, and after maintenance cycles, including climbing ladders, entering confined spaces, bending, stooping, and stretching to facilitate inspection and examination. The individual may be subjected to high levels of noise, heat, and cold or exposed to conditions experienced by vessels at sea. Some tasks, such as onboard inspections, will be performed aboard ships and crafts underway at sea.

Job Responsibilities:

  • Provide computer engineering and technical support specifically in the area of computer hardware, software, and cyber security.
  • Provide hand-on programming, configuration, installation, network data security, logistical support, troubleshooting, testing, and commissioning of human machine interfaces (HMI), routers, servers, laptops, workstations, memory boards, central processing units, video cards, sound cards, network components, and wireless systems.
  • Oversight of testing, certification, and limited technical inspections and provide expertise in resolving testing related issues as required.
  • Create and review test procedures, technical manuals, engineering change proposals, and alterations.
  • Review and verify contract drawings/diagrams and alteration packages to ensure that they are clear, accurate, and meet contract, cyber security, and operational requirements.
  • Conduct ship/craft inspections to ensure the accuracy and cyber-integrity of proposed alteration and maintenance documentation. 
  • Assist with the maintenance and cyber-integrity of hardware and software configurations.
  • Applies advanced concepts, principles, theories, practices, administration, and techniques of computer systems to ensure secure services to authorized users.

Required Skills and Experience:

  • 4 years’ experience with a B.S. degree in computer science or an engineering discipline with a software/cyber background and/or Professional Engineering Registration (PE license) in an NCEES recognized state.
  • Ability to obtain and maintain a U.S. DoD Secret security clearance.
  • Valid U.S. passport with ability to travel approximately 30% (often with little or no advance notice).
  • Advanced proficiency with MS Access, Excel, Word, and Power Point.
  • Strong background in cyber security and operating systems.
  • Demonstrated experience in providing technical expertise and implementing technical processes across multiple functional specialties within a DoD major systems program office.
  • Demonstrated competence in the following technical areas of computer engineering:
    1. DIACAP, DoD RMF or Federal Certification and Accreditation Processes for IT systems.
    2. Reviewing system changes for security implications and recommending improvements.
    3. Cyber security methodologies.
    4. Communication and networking systems.
    5. Software programming and installation in an industrial environment, including programming and commissioning control systems.
    6. Knowledge of current technology capabilities and trends, types, and techniques of hacking attacks.

Desired Skills and Experience:

  • DOD/military engineering experience.
  • Knowledge of DoD 8500 series Risk Management Framework (RMF) and Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIGs) and processes.
  • Proficiency with AutoCAD software.
