About this Position

PAI seeks a Data Analyst to provide data analysis support to the Table of Allowance (TOA) Requirements Division within the Naval Facilities Engineering Command (NAVFAC) Expeditionary Business Line (ExBL). The TOA Division supports the establishment and maintenance of Navy unit TOAs (listings of authorized equipment) by collaborating with Navy systems commands (SYSCOM) and Type Commands (TYCOM).

The Data Analyst directly supports TOA development by ensuring the technical accuracy and completeness of military equipment listed in the Expeditionary Management Information System (EXMIS). The Data Analyst is tasked with managing TOA Assemblies and stock numbers under the purview of the Navy SYSCOMs. He/she will conduct cost analysis, liaise with SYSCOMs to support the technical refresh and standardization of equipment, coordinate with product end item managers to support stock number revisions, conduct quality control and quality assurance reviews, ensure compliance with data standards, and create data analysis reports. The incumbent also periodically presents data analysis results in formal briefs to the government client.

To fulfill these responsibilities, the Data Analyst will research information from a variety of sources, including Required Operational Capabilities/Projected Operational Environment (ROC/POE) information, concepts of operations (CONOPS), activity manpower documents (AMD), and naval mission essential task lists (NMETLs). Members of PAI’s TOA Division support team also regularly provide on-site training for the client as required.

Required Qualifications:
• Minimum DoD SECRET security clearance
• At least 4 years overall experience
• 1+ years’ experience with DoD database management
• 2+ years’ experience with data analysis
• Ability to develop concise and meaningful briefings, presentations, and technical reports
• Demonstrated proficiency with MS Word, Excel, and PowerPoint

Desired qualifications include:

  • Bachelor’s degree in economics, finance, statistics, mathematics, computer science, management information systems, engineering, business analytics, or related discipline
  • DAWIA Level II certification in program management, life-cycle logistics, engineering, or industry equivalent (e.g., PMP)
  • Demonstrated proficiency with EXMIS (HP Maximo) item management and TOA management modules
  • Demonstrated proficiency with MS Access
  • Experience with Structured Query Language (SQL)
  • Knowledge of the Defense Acquisition System and DoD 5000 series guidance, Navy material identification requirements (NAVSUP P485), or DoD/DLA material identification in lieu of Navy-specific knowledge
  • Knowledge of DoD/Navy directives & regulations on supply systems and item management
