About this Position

Professional Analysis, Inc. (PAI) is seeking a Data Program Analyst II.  This individual will provide Commander, Navy Installations Command (CNIC) with labor support and technical expertise to work towards CNIC alignment with Energy Governance; assist CNIC to lead and support the Navy Shore Energy Team; improve energy security through reliability, resiliency, and efficiency; achieve shore energy goals; raise energy awareness and stewardship; and reduce energy and operating Costs.

Job Responsibilities:
• Analyze energy/utilities data pulled from US Navy and Department of Defense (DoD) sources such as DUERS, CIRCUITS, and eROI, and apply that data to improve the Navy’s Energy Program
• Make recommendations to key leaders
• Solve complex energy program challenges related to reducing the Navy’s energy consumption
• Document and track progress.

Required Skills and Experience:
• Shall posses a Bachelor’s or postgraduate degree in engineering, scientific, technical, or business management disciplines from an accredited college or university
• Shall posses, at a minimum, two (2) years of experience in the field of energy management which includes performance of DoD programs / projects
• Shall demonstrate knowledge of US Navy and DoD data sources including DUERS, CIRCUITS, and eROI
• Must be US citizen
• Must possess ability to obtain and maintain a DoD Security Clearance at the Secret level (NACLC).

Desired Skills and Experience:
• Post-graduate degree in engineering, scientific, technical, or business management disciplines
• Experience managing development of software, web-enabled-applications, or complex models
• Experience in the Navy shore installations domain, including CNIC, NAVFAC, Navy Regions, or Navy installations
• Experience with the Navy Shore Energy Team, or Installation Energy Plans (IEPs).

Position location is in Alexandria, VA.

Travel:  Up to 10%.
