Position Description:
Professional Analysis, Inc. (PAI) is seeking a Senior Program Management SME to support the Navy's Engineering and Expeditionary Warfare Center (EXWC) Expeditionary Programs Office (ExPO) located at the Washington Navy Yard. ExPO is responsible for procuring and managing expeditionary vehicles, construction equipment, Improved Navy Lighterage Systems, uniforms, tent camps, and other equipment/material used by SeaBees, SEALs and Naval Beach Group units. The Senior Program Management SME will work extensively with equipment subject matter experts/commodity managers, other Echelon II System Commands (SYSCOMs), Echelon III/IV field activities as well as Type Commanders (TYCOMs), plus have frequent interface with Fleet units, OPNAV staff and other DoD agencies.
The main responsibility of the Senior Program Management SME will be to apply expert practices and procedures within the disciplines of acquisition and program management and provide technical recommendations to the GS-15 technical Director.
Job Responsibilities shall include:
1) Support development of program plans, system acquisition documents, cost estimates, execution documents, capability documents, and policy development
2) Support life cycle management of expeditionary equipment and the creation and maintenance of buy plans, spend plans, maintenance plans, requirements documents, and communication plans
3) Prepare and participate in briefings in support of Budget Reviews and Program Management Reviews
4) Identify, analyze, assess, and recommend mitigation strategies for ExPO Risk Management policy
Required Skills:
Shall have 7 or more years' experience with demonstrated managerial and supervisory skills
Master’s degree in a management, business, engineering, or logistics field
DAWIA Program Management Level III Certification or industry equivalent
Demonstrated experience with the Defense Acquisition System and DoD 5000 series guidance and regulations
Advanced proficiency with MS Office products (e.g., proficient in manipulating large databases, conducting quick-turn analyses, communicating with data using Excel pivot tables and PowerPoint presentations, etc.)
Possess a Secret clearance
Some Travel may be required.
