About this Position
Professional Analysis Inc. (PAI) is currently soliciting applications for the position of Global Stock Control (GSC) Senior Supply Management Analyst, located in the Norfolk, Virginia area.
The main responsibility of the GSC Senior Supply Management Analyst will be to provide a full range of logistics and supply chain analysis for customer fleet sustainment programs.
Duties Include:
• Supporting both shipboard and shore-based inventory analysis; identification of inventory shortages/excesses
• Performing causative research for inventory gains and losses and ensuring documentation is completed and distributed per N46 direction
• Generating stock replenishment orders for CLF ships CMLS-CLF, ShipCLIP-CLF, or any other required DoD program
• Submitting Navy Working Capital Fund (NWCF) requirements to the DoD Supply System using NAVSUP One Touch or any other required DoD IT program
• Expediting, tracking and documenting NWCF requirements using NAVSUP One Touch, IGC, commercial websites (e.g. FedEx/UPS/DHL etc.), DLA/FLC Cargo-on-Hand reports, CMLS, and other future IT tools
• Generating, submitting and tracking 9M Defense Working Capital Fund (DWCF) subsistence orders
• Performing daily updates to reflect positive and negative changes to WCF inventory (i.e. due to receipts, issues, losses, gains) and ensure the validity of all transactions before allowing them replicate into NAVSUP/DLA programs of record
• Documenting and relaying to N46 leadership any potential processes or CMLS/system enhancements that could increase effectiveness and/or efficiency as part of continual process improvement
• Assisting GSC in executing all necessary audits
• Generating and analyze metrics
• Checking classified SIPR email traffic as directed, at least weekly, unless at sea or on leave
• Liaising directly with Civil Service Marines regarding the receipt, issue, stowage, and proper accounting of WCF material, offering ShipCLIP-CLF screenshots and oversight as needed.
• Providing pier-side ship visits and embark CLFs to ride from port-to-port. Typical assignments will include:
o Embark CLF and remain for first portion of deployment to ensure all WCF receipts are posted accurately in a timely fashion with correct NSN and shelf-life data.
o Execute pier-side ship visits to execute inventory actions such as those in response to FIAR audits or else directed by MSC N46 independently
o Embark CLF OCONUS and ride the ship back to CONUS in order to conduct wall-to-wall inventory validity QA functions.
Required Qualifications:
A combination of a Master’s Degree in Business Administration from an accredited institution with at least 4 years of relevant experience
Or
Bachelor’s degree in a business, technical, or engineering field with at least 6 years of relevant experience
Or
High school diploma or equivalent and 16 years of relevant experience.
*Minimum relevant experience defined as follows:
• Demonstrated expertise and relevant experience providing fleet sustainment logistics support services to MSC, the U.S. Navy, the U.S. Coast Guard, or MSC ship operating companies, to include, but be limited to:
o Afloat supply financial and inventory management
o Material identification and sourcing material from commercial and federal sources
o Material order submission, tracking, and expediting using DoD and Navy MILSTRIP requisition transactions
o Material shipping, monitoring, tracing, and tracking using both commercial sources and the Defense Transportation System (DTS) for CONUS and OCONUS delivery
o Conducting shipboard inventories, developing storeroom mock- ups, layout, and supporting material on-loads and off-loads Performing causative research for inventory gains or losses
o Auditing, updating, analyzing, and determining inventory management posture
• Demonstrated knowledge and expertise executing ship sustainment support services utilizing MSC/Navy databases/systems such as CLIP/CMLS, ShipCLIP, R-Supply (Force Level), One Touch and ISIS
• Expert experience in generating MILSTRIP requirements and reviewing them for accuracy
• Experience with expediting DoD material
• Must possess and maintain a US Government Secret level clearance
