About this Position

PAI is seeking a Senior ILS/Configuration Analyst to support the Military Sealift Command (MSC) with New Ship Construction Logistics in Norfolk, VA.

Required experience:

  • High school diploma
  • Active Secret security clearance
  • 7 years of experience providing ship acquisition or fleet sustainment logistics support services to Military Sealift Command (MSC), the US Navy, the US Coast Guard, or commercial ship operating companies, to include all of the following:
  • Equipment provisioning and allowance modeling
  • Sourcing of material from commercial and federal sectors
  • Development and maintenance of ship configuration baselines and equipment/systems top-down breakdown/hierarchical relationships
  • Marine engineering system functionality, components, and associated Integrated Logistics Support (ILS) elements to support planned/unplanned maintenance
  • Ship repair planning and specification development processes
  • Marine engineering system preventative and corrective maintenance
  • Ship acquisition and fleet sustainment support services utilizing any of the following systems: MSC/Navy/Coast Guard/Commercial databases/systems such as CLIP/CMLS, ShipCLIP, WinMASP, NTCSS, CDMD-OA, SCLSIS, MERLIN, Inter-Active Computer Aided Provisioning System (ICAPS) or IHS Haystack

Desired experience:

  • Acquisition Logistics, technical, and in-depth operational knowledge of MSC policies and procedures
  • Ability to fully understand, and effectively use source documents: engineering drawings, change orders, Bills of  Materials (BOMs), Original Equipment Manufacturer (OEM)/Manufacturer (MFG) vendor and system drawings
  • Experience with databases such as: Configuration Data Manager Database-Open Architecture (CDMD-OA), Technical Documentation Management Information System (TDMIS), Ship Configuration Logistics Information Program (SHIPCLIP) and Material and Equipment Real-time Logistics Information Network (MERLIN)
  • Aptitude to quickly learn, fully understand, and effectively use: OEM/MFG vendor websites, Haystack/HIS, Logiquest and NSN research tools
  • High level of proficiency and experience with: MS office software products – Outlook, Excel, Word, PowerPoint, SharePoint and Adobe
  • Excellent grammar and writing skills
  • Supportive personality that fosters good client relation and team cohesion

Responsibilities will include:

  • Review, provide comments, and consolidate engineering input on the shipbuilder’s Technical Manual (TM) submissions for compliance with contract requirements and technical accuracy
  • Monitor the status of the Shipbuilder’s TM submissions
  • Monitor the status of the Shipbuilder's Logistics Support Information (LSI) package submissions including the review, analysis and comments on the LSI package
  • Assist in the review and analysis of configuration documentation such as Engineering Change Proposals (ECPs) for logistics impact
  • Review and analyze the shipbuilder’s purchase orders, purchase specifications, and purchase order index for logistics impacts
  • Review the Shipbuilder’s provisioning information loaded into Configuration Program of Record
  • Research and analyze proposed Allowance Change Requests (ACRs) for impacts to logistics products
  • Monitor the procurement and receipt of spare parts by the shipbuilder
  • Monitor and review shipbuilder DRL deliveries in the NAVSEA PMS-ES database
  • Travel as part of logistics turnover team to various shipyards in CONUS
  • Estimated travel per year – 6 weeks
