About this Position

Professional Analysis, Inc. (PAI) seeks a Data Management Analyst to support the Table of Allowance (TOA) Requirements Division within the NAVFAC Expeditionary Programs Office (NEPO).

This individual will provide Data Analysis to the Naval Facilities Engineering Command (NAVFAC) Expeditionary Programs Office (NEPO) Table of Allowance (TOA) Division. This high visibility position is at the Washington Navy Yard.  NEPO is the Navy’s System Command (SYSCOM) responsible for procuring and managing expeditionary vehicles, construction equipment, Improved Navy Lighterage Systems, uniforms, tent camps, and other equipment/material used by SeaBees, SEALs and Naval Beach Group units.  The TOA Division supports the establishment and maintenance of TOA’s (listing of authorized equipment) for the Expeditionary Navy’s commands.

The successful candidate will directly support TOA development by ensuring the technical accuracy and completeness of military equipment listed in the Expeditionary Management Information System (EXMIS).  Tasking is comprised of data management of TOA Assemblies and stock numbers under the purview of various Navy Systems Commands (SYSCOMs).  This requires cost analysis, liaison with SYSCOMs to support technical refresh and standardization of equipment, liaison with Product End Item Managers to support stock number revisions, quality control and quality assurance reviews, establishment and monitoring of compliance with data standards, and creation of data analysis reports using Microsoft Excel and PowerPoint.  The incumbent will periodically present data analysis results in formal briefs to the government client.  To fulfill these responsibilities the candidate will specifically pull data from a variety of sources like Required Operational Capabilities/Projected Operational Environment (ROC/POE), Concepts of Operations (CONOPS), Activity Manpower Documents (AMDs), and the Advanced Based Functional Component View (ABFCView) portal.  
The location of the work is in the Washington Navy Yard.  Training will be provided on site by members of the TOA Division support team.

Required qualifications:
• Knowledge of the Defense Acquisition System and DoD 5000 series guidance or
• Knowledge of Navy Material Identification requirements (ref NAVSUP P485) or
• DoD/DLA material identification in lieu of Navy specific knowledge
• Cleared for access to Secret information
• Proficiency in MS Excel, MS Word and MS PowerPoint (MS Access is desired)
• One or more years experience with DoD database management
• Two or more years experience participating in data analysis
• Good ability to develop concise and meaningful briefings, presentations and technical reports

Desired qualifications:
• DAWIA Level II certification in Program Management, Life Cycle Logistics, or Engineering, or industry equivalent
• Knowledge of EXMIS (HP Maximo) Item Management and TOA Management modules
• Knowledge of DoD/Navy directives and regulations concerning supply system and item management
• A Bachelor’s degree in math, science, engineering, or business
