About this Position

Position Description: Professional Analysis, Inc. (PAI) is seeking a TOA Configurator to support the Table of Allowance (TOA) Division within the NAVFAC Expeditionary Programs Office (NEPO) located at the Washington Navy Yard. NEPO is the Navy’s System Command (SYSCOM) responsible for procuring and managing expeditionary vehicles, construction equipment, Improved Navy Lighterage Systems, uniforms, tent camps, and other equipment/material used by SeaBees, SEALs and Naval Beach Group units. The TOA Division supports the establishment and maintenance of TOA’s (listing of authorized equipment) for the Expeditionary Navy’s commands. The TOA Division requires delivery of detailed TOA configuration specifications to support product procurement through the use of SQL programming and data analysis functions. A TOA Configurator with SQL knowledge and programming experience along with data analysis capabilities is required to supportthis function.

Job Responsibilities shall include:

• Automate data report exports using SQL programming and create internal form rules

• Directly support TOA development through programming and data analysis of military equipment listed in the Expeditionary Management Information System (EXMIS)

• Data management and analysis of TOA Assemblies and stock numbers under the purview of various NavySystems Commands (SYSCOMs)

• Verify technical accuracy of currently-used data assemblies in HP Maximo database, EXMIS (Expeditionary Management Information System)

• Periodically present data analysis results in formal briefs to the government client Required Skills and Experience:

• Ability to interpret, assess, and project potential impact of database changes

• Demonstrated capability to evaluate, assess, and act upon issues (critical to the overall project)with limited supervision

• Mastery of concepts, principles, and practices regarding database architecture and analysis methods

• Demonstrated expert level experience with Microsoft Access (complex query design concepts, fully understanding all queries including: action, Union, & Pass-through):

• Demonstrated expert level experience with VBA, specifically in regards to MS Access and Excel

• Demonstrated expert level experience with Excel, specifically the use of: Pivot tables, text to columns, data transpose features, Excel Functions, and other high level data manipulation techniques

• Demonstrated expert level experience with SQL (Oracle, MS SQL Server etc...)

• Demonstrated expert level experience creating and designing reports utilizing some form of reporting tool (e.g. COGNOS, BIRT, Humming Bird, Actuate, SSRS etc..)

• Able to obtain and maintain a DoD SECRET security clearance Desired Skills and Experience:

• Knowledge of Navy Procurement processes

• Familiarity with type unit characteristic data (TUCHA)

• Demonstrate familiarity with the MAXIMO product

• Demonstrate familiarity with COGNOS

• Familiarity developing and presenting a strategy for resolving data issues

• Familiarity developing reports to enable data audits and metrics to support measuring project progress and as an enduring capability beyond this level of effort

• Familiarity with identifying and resolving data deficiencies

• Familiarity with WebFLIS and/or Haystack having to do with NSN metadata (Inconsistent item nomenclature, Null values, TUCHA, Leading and trailing spaces, and non-ASCII characters etc...)

• Familiarity with the use of temporary/local stock numbers in lieu of existing NSNs Some Travel may be required.
