About this Position

Professional Analysis, Inc. is currently soliciting applications for the position of Cost Analyst, located in the Washington, DC or Port Hueneme, CA area. This individual will provide financial support to the Naval Facilities Engineering Command (NAVFAC), Engineering and Expeditionary Warfare Center (EXWC), Expeditionary Programs Office (ExPO), Construction Equipment Program Manager. 

ExPO is the Navy’s System Command responsible for procuring and managing equipment used by Seabees, SEALs and Naval Beach Group units.  The Cost Analyst will work with the ExPO Construction Equipment Program providing acquisition and life cycle logistics support strategies for equipment and systems used in support of expeditionary units, inputting funding documents into the financial systems that include but are not limited to The Standard Accounting, Budgeting, and Reporting System, Navy Enterprise Resource Planning and Standard Accounting and Reporting System (STARS) or any other financial system NAVFAC may implement.

Responsibilities will include:
• Evaluating funding requests to determine if requirements are appropriate given funding limitations and fiscal regulations.
• Reviewing funding requests that may be urgent or associated with highly visible special interest equipment procurements.
• Coordinating and liaising with external points of contact within procurement partners to obtain execution information and obligating documents.
• Monitoring, analyzing, and reporting on commitments and obligations data from the appropriate financial systems on a weekly basis.
• Documenting, updating, and maintaining process flows, cycle memos, and key supporting document tables.
• Performing analysis of business processes and internal controls to identify risks.
• Preparing presentations and briefings, and actively participating in client meetings and day-to-day interactions.

Required:
• Current US DoD Security Clearance.
• 6 or more years’ experience.
• Federal financial management, accounting, or auditing experience.
• Experience working independently with minimal supervision and guidance.
• Strong problem solving and troubleshooting skills with experience exercising mature judgment.
• Proven experience effectively prioritizing workload to meet deadlines and work objectives.
• Demonstrated ability to write clearly, succinctly, and in a manner that appeals to a wide audience.
• Strong Microsoft Word, Excel, and PowerPoint skills.
• Proficiency in word processing, spreadsheet, and presentation creation tools, as well as Internet research tools.
• Demonstrated experience within the Department of Defense or Department of the Navy on the following systems: PBIS; PBAs; EDA; STARS-HCM; STARS-FL; FIS.
• Very detailed oriented and analytical.
• Self-starter, motivated, flexible to changing priorities.
• Works well with little to no direct supervision.
• Professional in appearance and conduct.

Desired Qualities:
• Bachelor’s Degree in business or financial management is preferred.
• DAWIA certification in Financial and/or Audit Management or equivalent.

Past logistics experience with the Navy or Seabees (e. g. with the Naval Construction Force or Amphibious Construction Battalions) would be extremely useful.  Candidate will work extensively with the expeditionary Navy activities (e.g. Seabees, Naval Beach Groups) as well as with United States Marines and Military Sealift Command to establish proper logistics support for these systems.
