Professional Analysis, Inc. (PAI) is seeking a Distribution Process Advocate In Tracy, CA  to provide a variety of logistics and Distribution Management Support Services (DMSS), to include direct and indirect support to employed Marines at various locations in CONUS and OCONUS, as well as contingency locations. The primary location of contract performance is Marine Corps Logistics Command (MARCORLOGCOM) in Albany, GA and includes various Department of Defense (DoD) locations including Guam, Hawaii, Singapore, Yokosuka, Okinawa, Stuttgart, Darwin, Camp Pendleton and Camp Lejeune.

The Distribution Process Advocate"s responsibilities includes
1. Address USMC/Navy cargo problems related to standard port procedures (violation of which results in discrepancies).
2. Provide assistance to aerial port customer service representatives regarding DOD transiting shipments.
3. Assist aerial port customer service representatives by facilitating Marine Corps/Navy process improvements to minimize the occurrence of Marine Corps/Navy sponsored frustrated cargo.
4. Resolve/Process all frustrated cargo to ensure compliance with both aerial port and DOD requirements to include facilitating customs clearance.
5. Conduct analyses of cargo movement processes and emerging trends to provide guidance in the development of policy and process changes.
6. Monitor all cargo movements through all modes of transportation from origin to destination to determine the effectiveness of distribution system to meet time definite deliver standards, operational need goals, and customer wait time goals.
7. Review and analyze DTS process time-line data to identify deficiencies, develop process improvement courses of action (COA) and assist with the implementation of selected COA’s.
8. May perform as the team lead for contracted distribution support teams within a locality.
9. Is trained in the doctrinal concepts of landing support and the landing force support party; conducting port, arrival/departure airfield, helicopter landing zone, and rail head.
10. Must have functional knowledge of DTS transportation systems.
11. May perform duties in line with contingency planning, SOP development, Joint and Multi-National Logistics.
12. May be required to analyze logistics data, provide metrics and develop courses of action in order to create increased efficiencies within logistical processes and distribution operations.
13. Develop operational plans and concepts. Designs data collection requirements to support operational planning. Provides advice and recommendations to high level officials regarding operational plans and concepts.
14. Analyzes plans, data, intelligence information, or systems. Develops estimates and makes recommendations for deficiencies. Integrates information from a variety of sources into various systems; ensures proper systems interfaces. Collects data for analysis. Develops products resulting from analysis.
15. Performs one or more of the following or related activities:
• Analyzes and reengineers mission processes by applying business process reengineering principles
• Proposes and assists in the implementation of change initiatives
• Supports participation in related studies
• Develops tools and information systems as required to support management processes
16. Performs one or more of the following or related activities:
• Performs analysis, develops plans, and facilitates implementation
• Analyzes and develops concepts for strategic deployment; operational and logistics issues; organizational structure and equipment and modernization of forces/ exercises and training; and computer, communication, command, and control, intelligence, surveillance, and reconnaissance (C4ISR)
17. Conduct container management to include receipt, issue and inspection. Provide container management reports, metrics and analysis. Develop and maintain container SOPs as required.

Requirements:
• Current SECRET Security Clearance
• Bachelor's degree in a related field and 10 years of directly related military or specialized experience
• OR 15 years of directly related military specialized experience
• Must be a U.S. citizen

Work Schedule:
• Hours of operations will normally consist of 8 hours per day/5-day workweek, unless approved overtime is authorized
• Overtime may be required on weekends and holidays, as well as late evening and early morning hours
