The Engineer should be familiar with federal contracting support in general and have specific experience in Program Management for Engineering Support Services. The Individual will provide naval architecture and in-depth engineering support within the fields of Hull, Mechanical & Electrical (HM&E), Combat System, Command, Control, Communications, Computers, and Intelligence, Surveillance, and Reconnaissance (C5ISR), and mission equipment and systems installed aboard ships for both military and commercial ship design. This individual will serve as a Navy Subject Matter Expert for the LHA 8/9/10 ship design engineering, integration, and management support. 

The Engineer is expected to provide Combat Systems and C5I technical engineering support. Assessing shipboard requirements and provide recommended engineering design and integration solutions, evaluate and provide inputs to shipbuilding contract documentation, and conduct engineering reviews of Shipbuilder products to ensure accuracy and compliance with the shipbuilding contract design. This shall include assessment of shipbuilder detail design drawing and discrepancy identification as well as use of AutoCAD and NAVISWORKS to perform evaluation and spatial analysis of shipbuilder 3-D model. 

Additional Job Responsibilities Include:
• Assist in the review and quality assurance (QA) process for LHA 8/9/10 C5ISR contract drawing revisions and evaluate Engineering Change Proposals (ECPs) for compliance with technical scope and assess engineering projections with cost and labor estimates

•Participate in meetings with the Shipbuilder to determine basis for change in detail design
documentation.

•Conduct detailed engineering and cost evaluation analyses of proposed changes/modifications to the LHA 8/9/10 Combat Systems/C4I Systems and associated support systems to include development of Independent Government Estimates (IGEs), ROM estimates, and change impact assessments based on review of each proposed and in-process change for technical content, references, pricing, and labor costs.

• Provide technical coordination between the Ship Program Manager, SEA 05, various PARMs and their respective support Contractors and ISEAs, SSGC, and other shipbuilding personnel to mitigate the impact of changes to the C5I baseline.

• Participate in SDM team meetings, PMS377 C5I Team Meetings, PARM Reviews, Quarterly Program Reviews, technical discussions, and ECP Technical Advisory Report (TAR) Negotiations meetings as required.

Required Minimum Qualifications:
• 15 years of professional experience in program/project management
• Bachelor’s degree in technical discipline
• In-depth knowledge of U.S. Navy Amphibious Ship systems and interfaces, and familiarity with SEA 05 PEO C41, NAWCAD, PEO IWS, and NIWC organization is required.
• U.S. Citizen
• DoD Security Clearance

Preferred Qualifications
• Advanced degree
• Project Management Professional (PMP)
• 10+ years DoD/Navy program management, Government technical management, or industry business management
• AutoCAD proficiency and NavisWorks familiarity preferred
• Professional in appearance and conduct.
• Very detailed oriented and analytical.
