Professional Analysis, Inc. (PAI) is seeking a Military Logistics Planner to support Naval Facilities Engineering Systems Command (NAVFAC) Atlantic, an Echelon III command located in Norfolk VA.

The Military Logistics Planner should be familiar with federal contracting support in general and have specific experience working with Naval Expeditionary forces. This individual will serve as a Navy Subject Matter Expert for the development and application of design and construction criteria for contingency operations. The individual will provide military logistics planning expertise, specifically for engineering enabler functions associated with operations and contingency plans. Knowledge of the Navy Planning Process; Marine Corps Planning Process, and the Joint Planning Process is preferred.
The Military Logistics Planner is expected to develop and review existing Navy and Joint doctrine related to NAVFAC’s contingency engineering roles; and to review and coordinate Navy and Joint engineer logistics and contingency contracting doctrine impacting NAVFAC and Navy’s operating forces. The individual will work closely with senior civilians, military senior and junior officers, and senior enlisted within NAVFAC Atlantic, as well as with NAVFAC Echelon II and IV Commands to resolve problems and to justify, defend, negotiate or settle significant matters.
Job Responsibilities Include:
• Provide NAVFAC technical/acquisition expertise and integrate NAVFAC capabilities to support the plan or operation.
•Support the planning and coordination guidance and standards to be used by NAVFAC offices worldwide in support of Geographic Combatant Commander (CCMD) and Navy Service Component plans and operations.
•Assist in exercises as the NAVFAC representative to the CCMD.
• Communicate CCMD planning and exercise requirements to NAVFAC.
• Evaluate capabilities and improvements for naval warfare planning, joint planning, operational readiness requirements.
• Participate in a variety of work groups as the NAVFAC representative to present NAVFAC capabilities and equities to include:

Roles and Responsibilities of the Echelon II, III, and IV
• Serve as the full-time Liaison Officer during crisis.
• Analyze and evaluate program operations for efficiency and effectiveness.
• Apply pertinent laws, regulations, and policies which affect the use of program resources.
Utilizes critical thinking to interpret policy and vision to develop long-range strategies related to delivering NAVFAC products and services during contingency and war time operations.
Required Minimum Qualifications:
• 10 – 12 years of experience with 10 years of experience specifically involving the delivery and enabling of military logistics services and 10 years of experience related to DoD Construction Agent roles and responsibilities.
• US Department of Defense Secret level security clearance.
• Bachelor’s degree in management, business, engineering, or logistics.
• Experience managing complex projects and serving as primary interface with client management personnel.
• Strong Adobe, Microsoft Word, Excel, and PowerPoint skills.
Preferred Qualifications
•Certifications- Joint Professional Military Education (JPME) Phase 1, JPME Phase 2, National War College, Joint Engineer Operations Course.
• Demonstrated technical experience supporting a DoD Program Office and the Defense Acquisition
System and DoD 5000 series guidance and regulations.
• Self-starter, motivated, flexible to changing priorities.
• Works well with little to no direct supervision.
• Professional in appearance and conduct.
• Very detailed oriented and analytical.
