Professional Analysis, Inc. (PAI) is seeking a Program Manager to support the Naval Facilities Command (NAVFAC) Expeditionary Programs Office (ExPO). Preferred locations: Washington Navy Yard, DC or Port Hueneme, CA.

The Program Manger should be familiar with federal contracting support in general and have specific experience working with Naval Expeditionary forces. This individual will work closely with the ExPO team who are the Navy’s System Command (SYSCOM) responsible for procuring and managing equipment used by expeditionary forces such as Seabees, SEALs and Naval Beach Group units.  The Program Manager will work extensively with equipment subject matter experts/commodity managers, other Echelon II System Commands (SYSCOMs), Echelon III/IV field activities as well as Type Commanders (TYCOMs), plus have frequent interface with Fleet units, OPNAV staff and other DoD agencies.

This Program Manager will also be required to work United States Marine Corp logisticians and Military Sealift Command officials to establish proper acquisition and logistics support for integration with their respective systems. This position will require research, study, and review of areas related to both acquisition and life-cycle management of the various systems used in support of expeditionary warfare, amphibious operations, and logistics-over-the-shore (LOTS) missions. Professional travel may be required.

Job Responsibilities Include:
• Support development of program plans, cost estimates, system acquisition documents, execution documents, capability documents, and policy development
• Coordinate for, participate in, and contribute to Integrated Product Teams (IPTs)
• Evaluate capabilities and improvements for fielded equipment
• Provide requirements traceability of material solutions from requirements documents
• Analyze, develop, and perform Ownership Cost Analysis for Table of Allowance (TOA) items
• Analysis of war fighter requirements across TOAs
• Identify, analyze, assess, and recommend mitigation strategies for TOA development
• Support life cycle management of expeditionary equipment and the creation and maintenance of buy plans, spend plans, maintenance plans, communication plans and requirements documents
• Collect, analyze, and report technical data for project tasks
• Prepare for and participate in briefings supporting Budget Reviews and Program Management Reviews
• Create, maintain, and assess Integrated Master Schedules (IMS)
• Identify, analyze, assess, and recommend mitigation strategies for ExPO Risk Management policy
• Draft acquisition execution documents and Spend/Buy plans
• Analyze and evaluate program operations for efficiency and effectiveness
• Apply pertinent laws, regulations, and policies which affect the use of program resources

Required Minimum Qualifications:
• 10 years of experience in direct DoD support
• US DoD Secret level security clearance
• Bachelor’s degree in a management, business, engineering, or logistics
• Demonstrated technical experience supporting a DoD Program Office and the Defense Acquisition System and DoD 5000 series guidance and regulations
• Experience managing complex projects and serving as primary interface with client management personnel
• Strong Adobe, Microsoft Word, Excel, and PowerPoint skills
• Self-starter, motivated, flexible to changing priorities
• Works well with little to no direct supervision
• Professional in appearance and conduct
• Very detailed oriented and analytical
