About this Position

Professional Analysis, Inc. (PAI) is seeking a Liaison Officer to be located with the NECC Headquarters in Little Creek, VA to represent EXWC ExPO in providing Systems Command (SYSCOM) responsibilities for procuring and managing expeditionary vehicles, construction equipment, uniforms, tent camps, and other equipment/material used by such forces as the Construction Forces (SeaBees), Explosive Ordnance Disposal (EOD), and Coastal Riverine Forces (CRF).  The Liaison Officer will work extensively with NECC Headquarters Staff in representing ExPO Program Managers and other ExPO officials in order to ensure a clear communication of intent regarding acquisition strategies and also helping to communicate to ExPO the requirements of NECC.

The Liaison Officer will need to be someone who is knowledgeable with how a Systems Command (SYSCOM) operates, have a working knowledge of the acquisition processes, and have a familiarity with the equipment/capability sets that commands under NECC operate.  The position will require the individual to create and give briefs to senior leadership, create information papers, and to effectively transmit information between EXWC ExPO and NECC.

Job Responsibilities shall include: 

• Support communication and understanding between ExPO and NECC
• Provide information on relevant topics to stakeholders for resolution of issues
• Provide status on topics and issues as requested
• Support development of program plans, system acquisition documents, cost estimates, execution documents, capability documents, and policy development
• Support life cycle management of expeditionary equipment and the creation and maintenance of buy plans, spend plans, maintenance plans, requirements documents, and communication plans
• Prepare and participate in briefings as required
• Participate in, coordinate, and contribute to Integrated Product Teams (IPTs) and Working Groups (WGs)
• Research issues regarding capabilities and improvements for fielded equipment
• Identify, analyze, assess, and recommend mitigation strategies as necessarywinston
• Collect, analyze, and report technical data for project tasks
• Analysis of war fighter requirements across stated Tables of Allowance (TOAs)
• Analysis of acquisition execution documents and Spend/Buy plans
• Use analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations
• Apply pertinent laws, regulations, policies and precedent which affect the use of program and related resources.
Required Skills and Experience:
• Demonstrated technical experience supporting a DoD Program Office and the Defense Acquisition System and DoD 5000 series guidance and regulations
• Shall have 4 or more years’ experience
• Shall be proficient in MS Excel, MS Word and MS PowerPoint (MS Access is desired)
• Shall have demonstrated ability to develop concise and meaningful briefings, presentations and technical reports
• Possess a Secret clearance and be able to maintain such clearance.

Desired Skills and Experience:

• Bachelor’s degree in a management, business, engineering, or logistics field
• DAWIA Level II certification in Program Management, Life Cycle Logistics, or Engineering, or industry equivalent (PMP).

Some Travel may be required.
