About this Position

PAI is currently soliciting applications for the position of Financial Improvement and Audit Readiness (FIAR) Analyst, located in the Washington, DC area. This individual will provide financial audit of inventory support to the Naval Facilities Engineering Command (NAVFAC) Expeditionary Business Line (EXBL). This high visibility position is at the Washington Navy Yard. EXBL is the Navy’s System Command (SYSCOM) responsible for procuring and managing expeditionary vehicles, construction equipment, Improved Navy Lighterage Systems, uniforms, tent camps, and other equipment/material used by SeaBees, SEALs and Naval Beach Group units. Position requires an understanding of concepts and principles of Department of Defense (DoD) financial management and accountability practices, laws and regulations related to budgeting, programming, property management/accountability and their relation to subordinate and senior levels. The position will assist the EXBL Business and Financial Manager by analyzing, identifying and providing financial management and property management skills specific to the accountability of government procurements and assets that have been conducted by EXBL in concert with FIAR principles. Individual will also be required to exhibit critical thinking and analysis concerning programming, budgeting and property accountability directives.

Responsibilities will include:
• Advise client on the audit process
• Support the development of audit infrastructure and support audit response actions
• Research Exceptions and Notification of Findings and Recommendations (NFRs) and prepare reports for management regarding material weaknesses, significant deficiencies and internal control deficiencies
• Contribute to the development and implementation of Corrective Action Plans (CAPs) and conduct sustainment testing
• Document, update, and maintain process flows, cycle memos, and key supporting document tables
• Analyze the development and implementation of business process memorandums, policy, and standard operating procedures related to DoD financial business processes to ensure that each step of the processes is auditable
• Perform analysis of business processes and internal controls to identify risks
• Document and perform gap analysis on standard business processes
• Research policies and provide guidance related to FIAR
• Prepare presentations and briefings, and actively participate in client meetings and day-to-day interactions
• Research new policy, guidance, laws, and regulations and identify opportunities to improve client internal controls, procedures, and overall operational efficiency

• DoD FIAR experience
• Federal financial management, accounting, or auditing experience
• Business process improvement; work experience with business process re-engineering, including the identification and designation of key and non-key controls, process cycle documentation, as well as corrective action plan development
• Knowledge of and experience working with DoD Financial Improvement and Audit Readiness (FIAR) or Financial Improvement Program (FIP) guidance
• Experience working independently with minimal supervision and guidance
• Strong problem solving and troubleshooting skills with experience exercising mature judgment
• Proven experience effectively prioritizing workload to meet deadlines and work objectives
• Demonstrated ability to write clearly, succinctly, and in a manner that appeals to a wide audience
• Proficiency in word processing, spreadsheet, and presentation creation tools, as well as Internet research tools
• Demonstrated experience within the Department of Defense or Department of the Navy on the following systems: o PBIS o PBAs o EDA o STARS-HCM o STARS-FL o FIS
• Understanding of planning, programming, budget execution (PPBE) process & POM papers
• Professional in appearance and conduct
• Very detailed oriented and analytical
• Current US DoD SECRET Security Clearance

• Bachelor’s Degree in business or financial management is preferred
• DAWIA certification in Financial and/or Audit Management or equivalent
