Professional Analysis, Inc. (PAI) is seeking an Acquisition Logistician to plan develop and maintain material and end item support of Naval Special Warfare Command (NSWC) Survival team resources for Naval Facilities Command (NAVFAC) Expeditionary Programs Office (ExPO) requirements in Coronado, CA.

ExPO is the Navy’s System Command (SYSCOM) responsible for procuring and managing equipment used by Seabees, SEALs and Naval Beach Group units.  The Acquisition Logistician will work extensively with equipment subject matter experts/commodity managers, other Echelon II SYSCOMs, Echelon III/IV field activities as well as Type Commanders (TYCOMs). This position requires frequent interface with Fleet units, OPNAV staff and other DoD agencies. Some travel may be required.
Candidate will manage program and material end item support to ensure fielded survival systems operate for the entirety of the expected service life (Material Supportability) and are available for distribution to intended users when needed (Material Availability). The candidate will support survival capabilities through product support activity integration, managing / prioritizing resources, and lifecycle logistics planning.

Job Responsibilities:
• Support development of program plans, system acquisition documents, cost estimates, execution documents, capability documents, and policy development
• Create and maintain buy plans, spend plans, maintenance plans, communication plans and requirements documents
• Support life cycle management of expeditionary equipment
• Prepare and participate in briefings in support of Budget Reviews and Program Management Reviews
• Create, maintain, and assess Integrated Master Schedules (IMS)
• Coordinate, participate and contribute to Integrated Product Teams (IPTs)
• Evaluate capabilities and improvements for fielded equipment
• Identify, analyze, assess, and recommend mitigation strategies for ExPO Risk Management policy
• Provide requirements traceability of material solutions from requirements documents
• Develop, analyze, and perform Ownership Cost Analysis for TOA
• Identify, analyze, assess, and recommend mitigation strategies for TOA Development
• Collect, analyze, and report technical data for project tasks
• Analyze war fighter requirements across stated TOAs
• Draft acquisition execution documents and Spend/Buy plans
• Analyze and evaluate issues or studies concerning program operation efficiency and effectiveness
• Apply pertinent laws, regulations, policies and precedent which affect the use of program and related resources

Required Qualifications
• Bachelors Degree from an accredited university
• Six years of direct support to the Department of Defense
• Four years of experience in acquisition program management, contracting, business financial management, requirements management, and/or acquisition logistics career fields
• US DoD Secret level security clearance
• Ability to author, staff, and adjudicate major acquisition and logistics related documentation such as Joint Capability Integration and Development System (JCIDS) compliant documents (e.g., ICD, CDD), Material Fielding Plans, Lifecycle Sustainment Plans, and Interface Control Documents
• In-depth knowledge of Navy, USSOCOM, NAVSEA and supported command logistical concepts (supply, maintenance, financial systems, policies, procedures and regulations)
• Proficiency in Microsoft Office Suite (Word, Excel, Outlook, Project, Power Point)
• Ability to navigate various acquisition and supply programs (WebFLIS, One Touch, Enterprise Resource planning (ERP))
• Strong communication, interpersonal and negotiation skills
• Professional appearance and conduct

Desired Skills:
• Ten years or more US military logistics experience
• Defense Acquisition Workforce Improvement Act (DAWIA) certification (any career field)
• Ability to travel for customer requirements
• Comfort working with little to no direct supervision
