Professional Analysis, Inc. (PAI) is seeking a highly skilled and experienced Program Manager in the Norfolk, VA area with a proven track record in afloat logistics and fleet sustainment support.

This role will directly support Military Sealift Command (MSC) by directing operational support of the MSC warehouse network of repair parts inventory. The main responsibility of the Program Manager will be to apply expert practices and procedures within the disciplines of financial, acquisition, inventory and transportation management in order to provide leadership and guidance to the logistics support team. The preferred candidate will be a former US Navy Supply Corps Officer.
The expectation of this Program Manager will be to leverage their shipboard experience in order to provide operational, training, and leadership solutions to MSC headquarters and senior staff.
Required Qualifications:
• Bachelor’s degree in a business, technical, or engineering field
• Certification as Project Management Professional (PMP)
• 4 years of afloat maritime experience related to logistics processes to include configuration management, inventory management and procurement.
• Experience in preparing content for executive briefs, studies and Concept of Operations (CONOPS) in MS Office products to support the spectrum of logistics concepts.
• 10 years of demonstrated knowledge, expertise, and relevant experience providing ship acquisition, fleet sustainment logistics support services, data management and supply chain management services to MSC, the U.S. Navy, the U.S. Coast Guard, or maritime ship operating companies, to include, but not limited to:
o Equipment provisioning and allowance modeling to support preventative (planned), corrective (unplanned), and alterative (e.g. TRANSALTs, MACHALTs, etc) maintenance.
o Sourcing of material from commercial and federal sectors.
o Development and maintenance of ship configuration baselines and equipment/systems top-down breakdown/hierarchical relationships.
o Marine engineering system functionality, components, and associated Integrated Logistics Support (ILS) elements to support planned/unplanned maintenance.
o Ship repair planning and specification development processes
o Marine engineering system preventative and corrective maintenance
• 8 years’ experience in managing contracts of a scope and complexity similar to that of this contract.
• Experience with Logistics Innovation, Process Improvement and Benchmarking
• Must possess and maintain a US Government Secret level clearance
