Professional Analysis, Inc. (PAI) is seeking a Computer Engineer to provide industrial/marine computer engineering expertise and implement technical processes in support of the NAVFAC Expeditionary Program Office (ExPO), Sealift Support Division, and Software Support Activity (SSA) Program Manager (PM) in Blount Island Command office, Jacksonville, FL. This position involves the installation, operation, and maintenance of computer and networking systems aboard Sealift Support lighterage worldwide.

The Computer Engineer should have Naval experience and must be able to tour industrial areas and Naval vessels including climbing ladders, entering confined spaces, bending, stooping, and stretching to facilitate inspection and examination. The individual may be subjected to high levels of noise, heat, and cold or exposed to conditions experienced by vessels at sea. Some tasks, such as onboard inspections, will be performed aboard ships and watercraft underway at sea.

Job Responsibilities

  • Provide hands on programming, configuration, installation, network data security, logistical support, troubleshooting, testing, and commissioning of Sealift Support Command and Control systems including; Human Machine Interfaces (HMIs), routers, servers, laptops, workstations, memory boards, central processing units, video cards, sound cards, network components, and wireless system
  • Provide computer engineering and technical support specifically in the area of computer hardware, networking, software, and cyber security. Assist with the maintenance and cyber-integrity of hardware and software configurations
  • Create, review, and critique drawings, test procedures, technical manuals, engineering change proposals, and alterations. Review, modify, and/or verify contract drawings and alteration packages to ensure that they are clear, accurate, and meet contract, cyber security, and operational requirements
  • Conduct ship/craft inspections to ensure the accuracy and cyber-integrity of proposed alteration and maintenance documentation

Required Skills and Experience

  • Four years professional experience in advanced concepts, principles, theories, practices, administration, and techniques of systems, networking components, servers, and a strong background in cyber security and computer operating systems to allow availability of secure services to authorized users.
  • Bachelor’s degree in science or engineering or Professional Engineering Registration (PE License) in a NCEES recognized state
  • Ability to obtain and maintain a U.S. DoD Secret security clearance
  • Advanced proficiency with MS Access, Excel, Word, and Power Point
  • Knowledge of DoD 8500 series Risk Management Framework (RMF) and Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIGs) and processes
  • Prior Authorization to Operate (ATO) experience with a government information systems in an RMF environment
  • Experience managing and accepting risk associated with operating a government network

Desired Skills and Experience

  • DOD/military industrial/marine computer engineering experience
  • Proficiency with AutoCAD software
  • Experience with Programable Logic Controller
  • Certified Information Systems Security Professional (CISSP)
