Professional Analysis, Inc. (PAI) is seeking a Junior Program Manager to support the Naval Facilities Engineering Command (NAVFAC) Headquarters Expeditionary Directorate (HQ EX) in Washington D.C.

This high visibility position is at the Washington Navy Yard. HQ EX is the Navy’s System Command (SYSCOM) responsible for procuring and managing equipment used by Seabees, SEALs and Naval Beach Group units.  The Program Manager will work extensively with equipment subject matter experts/commodity managers, other Echelon II System Commands (SYSCOMs), Echelon III/IV field activities as well as Type Commanders (TYCOMs), plus have frequent interface with Fleet units, OPNAV staff and other DoD agencies.

Candidate will work extensively with the expeditionary Navy activities (e.g. SeaBees, Naval Beach Groups, Seals) as well as with United States Marines and Military Sealift Command to establish proper acquisition and logistics support for these systems. Position will require research, study, and review on areas related to both acquisition and life-cycle management of various equipment and systems used in support of expeditionary warfare, amphibious operations, and logistics-over-the-shore (LOTS) missions.

Job Responsibilities shall include:
• Support development of program plans, system acquisition documents, cost estimates, execution documents, capability documents, and policy development
• Support life cycle management of expeditionary equipment and the creation and maintenance of buy plans, spend plans, maintenance plans, requirements documents, and communication plans
• Prepare and participate in briefings in support of Budget Reviews and Program Management Reviews
• Create, maintain, and assess Integrated Master Schedules (IMS)
• Participate in, coordinate, and contribute to Integrated Product Teams (IPTs)
• Evaluate capabilities and improvements for fielded equipment
• Identify, analyze, assess, and recommend mitigation strategies for HQ Expeditionary  Risk Management policy
• Identify, analyze, assess, and recommend mitigation strategies for TOA Development
• Collect, analyze, and report technical data for project tasks
• Use analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations
• Apply pertinent laws, regulations, policies and precedent which affect the use of program and related resources.

Required Minimum Qualifications
• Minimum security clearance: Secret.
• 3 or more years’ Project Management experience.
• Demonstrated technical experience within supporting a DoD Program Office and the Defense Acquisition System and DoD 5000 series guidance and regulations.
• Experience managing complex projects and serving as primary interface with client management personnel.
• Strong Adobe, Microsoft Project, SharePoint, Word, Excel, and PowerPoint skills.
• Technical writing skills with clarity, accuracy, comprehensiveness, accessibility, conciseness, correctness.

Preferred:
• Bachelor’s degree in a management, business, engineering, or logistics field is preferred.
• DAWIA Program Management Level III Certification, Project Management Professional (PMP) or industry equivalent is preferred.
• Strong applied communication skills, ability to communicate with Senior Program Managers effectively across multiple platforms (via TEAMs and in person) from briefing, presentation skills, budget briefing, execution reports and review, to include ability to analyze, forecast and schedule.
• Strong SharePoint development knowledge and management.
• Self-starter, motivated, flexible to changing priorities.
• Works well with little to no direct supervision.
• Professional in appearance and conduct.
• Very detailed oriented and analytical.

10% travel required.
