Position Description:
Professional Analysis, Inc. (PAI) is seeking a Project Manager to support the NAVFAC Expeditionary Programs Office’s (ExPO) Program Management Division located at the Washington Navy Yard.  ExPO is the Navy’s System Command (SYSCOM) responsible for procuring and managing expeditionary vehicles, construction equipment, Improved Navy Lighterage Systems, uniforms, tent camps, and other equipment/material used by SeaBees, SEALs and Naval Beach Group units.
The Project Manager will support the Personal Gear Infantry/Organizational Clothing (PGI) program and work extensively with equipment subject matter experts/commodity managers, other Echelon II System Commands (SYSCOMs), Echelon III/IV field activities as well as Type Commanders (TYCOMs), plus have frequent interface with Fleet units, OPNAV staff and other DoD agencies.
The Personal Gear Infantry/Organizational Clothing (PGI) program provides support to the Expeditionary Navy in the design, engineering, supportability, procurement and configuration control of personal tactical and combat gear and organizational clothing. The PGI program provides systems engineering support and analysis to ensure that the warfighter is provided with the proper material solutions to meet ROC/POE requirements. This involves executing the role of the end user "advocate in which critical support and liaison functions are provided between Marine Corps Systems Command and the type commanders, and also coordinating with other military services.
The main responsibility of the Project Manager will be to apply expert practices and procedures within the disciplines of acquisition and program management and provide technical recommendations to staff, providing professional findings of technical analysis in the form of reports and presentations.
Job Responsibilities shall include:
• Support development of program plans, system acquisition documents, cost estimates, execution documents, capability documents, and policy development
• Support life cycle management of expeditionary equipment and the creation and maintenance of buy plans, spend plans, maintenance plans, requirements documents, and communication plans
• Prepare and participate in briefings in support of Budget Reviews and Program Management Reviews
• Create, maintain, and assess Integrated Master Schedules (IMS)
• Participate in, coordinate, and contribute to Integrated Product Teams (IPTs)
• Evaluate capabilities and improvements for fielded equipment
• Identify, analyze, assess, and recommend mitigation strategies for ExPO Risk Management policy
• Provide as required requirements traceability of material solutions from requirements documents
• Analyze, develop, and perform Ownership Cost Analysis for TOA
• Identify, analyze, assess, and recommend mitigation strategies for TOA Development
• Collect, analyze, and report technical data for project tasks
• Analysis of war fighter requirements across stated TOAs
• Drafting of acquisition execution documents and Spend/Buy plans
• Use analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations
• Apply pertinent laws, regulations, policies and precedent which affect the use of program and related resources.

Required Skills and Experience:
• Demonstrated technical experience supporting a DoD Program Office and the Defense Acquisition System and DoD 5000 series guidance and regulations
• Shall have 4 or more years’ experience
• Shall be proficient in MS Excel, MS Word and MS PowerPoint (MS Access is desired)
• Shall have demonstrated ability to develop concise and meaningful briefings, presentations and technical reports
• Possess a Secret clearance and be able to maintain such clearance.
Desired Skills and Experience:
• Bachelor’s degree in a management, business, engineering, or logistics field
• DAWIA Level II certification in Program Management, Life Cycle Logistics, or Engineering, or industry equivalent (PMP).
Some Travel may be required.
