Ready Relevant Learning (RRL) Program Executive Office for Manpower, Logistics and Business Solutions (PEO MLB), NAVFAC Training Support Agency

(PAI) is seeking a Program Manager with experience in Navy’s Manpower, Personnel, and Training (MPT) requirements analysis, planning, acquisition, and learning content development and delivery in support of Sailor 2025 (S2025) Ready Relevant Learning (RRL) and Career Long Learning Continuums (CLLC). This position is the principle to manage over all RRL/CLLC expeditionary rating on behalf of Naval Facilities Engineering Systems Command (NAVFAC) Training Systems Program Office (TSPO) and Training Support Agency (TSA) at Port Hueneme, CA.

Responsibilities:
RRL PM
• Manage overall RRL/CLLC efforts on behalf of NAVFAC TSPO
• Coordinate actions, support and other resources
• Prepare informational products for TSPO management
• Participate in RRL/CLLC meetings and briefings
• Perform product review, draft Critical Review Matrix (CRM), collect input from team and submit final product to ensure RRL/CLLC alignment.
• Coordinate TSPO support to RRL/CLLC projects
• Perform market research and analysis that supports Type Command (TYCOM) training requirements & System Command (SYSCOM) acquisition efforts
• Coordinate with ECH III/IV requirements in support of RRL/CLLC projects
• Support Navy Training Systems Plan (NTSP) reviews and updates
• Monitor/update TYCOM Execution Tracker
• Manage RRL/CLLC Team Pages
• Conduct site visits to collect RRL/CLLC information
• Review Purchase Description documents, Military and other training system acquisition documents
Senior Analyst/PM
• Coordinate actions, support and other resources on behalf of TSPO.
• Analyze requirements for training material to include installation requirements, supports acquisition, and coordinates learning site transfer.
• Participate in RRL/CLLC meetings and briefings
• Perform RRL/CLLC product reviews, draft CRMs to ensure RRL/CLCC alignment.
• Coordinate with Center for Seabees and Facilities Engineering (CSFE) Learning Sites (LS) for training device specifications
• Lead market research, specification development and analysis that supports TYCOM Training & SYSCOM acquisition goals
• Create Purchase Description documents, Military and other training system acquisition documents
• Support development of RRL/CLLC POM Issues
• Support NTSP reviews and updates
• Conduct site visits to collect RRL/CLLC information
Log-Training
• Participate in RRL/CLLC meetings and briefings as required
• Liaison with TSPO Analyst for acquisition strategy/execution
• Develop and implement product support strategies to ensure supportability is considered throughout the system life cycle
• Apply integrated logistics elements and support functions necessary to sustain the readiness and operational capability of the system
• Identify, plan and manage for, resource, and implement management actions to acquire repair parts, spares to ensure the best equipment/capability is available to support the students or maintainers
• Identify, plan, resource, and implement maintenance concepts and requirements to ensure the best possible equipment/capability is available
• Participate in the systems engineering process to impact the design from its inception throughout the life cycle, facilitating supportability to maximize the availability, effectiveness and capability of the system
Required Qualifications
Minimum 5 years professional experience in:
• Applying Department of Defense (DoD), Secretary of the Navy (SECNAV), Office of the Chief of Naval Operations (OPNAV), and Naval Education and Training Command (NETC) regulations and policies affecting MPT analysis, design, development, implementation, and evaluation.
• Directing, planning, or administering Force Training requirements (e.g., restructuring and/or replacing current curricula for Sailor career continuums, identifying training gaps and recommending corrective action) supporting the sustainment of a life-long learning program
• Experience using Microsoft Teams, Outlook, Word, Excel, PowerPoint and Projects
• Experience using database driven tools such as Human analysis Requirements Planning System (HARPS) and Fleet Training Management Planning System (FLTMPS)
• U.S. Citizen
• Must be able to obtain a security clearance
Preferred Qualifications
• Bachelor’s degree or equivalent experience in management, business, education, or logistics field is preferred
• Executive level writing.
