Professional Analysis, Inc. (PAI) is seeking a highly skilled and experienced Senior Program Manager with a proven track record managing major DoD acquisition initiatives and a basic familiarity with Expeditionary / Joint, Logistics over the Shore (JLOTS) or Offshore Petroleum Distribution Systems (OPDS) or similar program operations.

This role will directly support the Naval Facilities Engineering Systems Command (NAVFAC) Headquarters Expeditionary Directorate (HQ EX) Office located at the Washington Navy Yard.
HQ EX exercises System Command (SYSCOM) technical and management authorities throughout the total life-cycle of assigned Navy Expeditionary Forces material support including research and development, acquisition, and sustainment from concept development to disposal. HQ EX develops and maintains Tables of Allowances (TOA), documenting materiel solutions to meet capability requirements for the Navy’s expeditionary forces, and provides Theater Engagement (TE) and Contingency Engineering (CE) support to Navy and Joint Forces.
The Senior Program Manager will work extensively with HQ EX, systems/equipment subject matter experts/commodity managers, other Echelon II System Commands (SYSCOMs), Echelon III/IV field activities as well as Type Commanders (TYCOMs), while frequently interfacing with Fleet units, OPNAV staff, other DoD agencies, private industry, and academia.
The expectation of this Senior Program Manager will be to leverage their acquisition program experience in order to provide doctrine, organization, training, materiel, leadership and education, personnel, facilities and policy (DOTMLPF-P) solutions for new programmatic development to the NAVFAC HQ EX Director and staff.
Job Responsibilities:
• Program Planning and Execution: Supports the development of comprehensive program plans, outlining project scope, timelines, deliverables, and resource allocation. Supports execution of programs, ensuring adherence to established schedules and budget constraints.
• Supports development of acquisition documents. Specifically, Acquisition Strategy, Risk Management Plan, Integrated Master Plan / Integrated Master Schedule, etc.
• Stakeholder Collaboration: Collaborates with key stakeholders, including government agents, military personnel, and industry partners, to gather input, identify challenges, and develop effective solutions to address capability gaps.
• Supports life cycle management of expeditionary equipment and the creation and maintenance of buy plans, spend plans, maintenance plans, requirements documents, and communication plans.
• Synchronizes with Services, Agencies, and both government and commercial stakeholders, to align capabilities with requirements in order to meet fielding timelines and funding restrictions.
• Prepares and participates in briefings in support of Budget Reviews and Program Management Reviews.
• Identifies, analyzes, assesses and recommends mitigation strategies for HQ EX Risk Management policy.
Required Attributes:
• Must possess and maintain a Secret clearance. Required to handle and safeguard sensitive and/or classified information in accordance with security regulations.
• Demonstrated experience with the Defense Acquisition System and DoD 5000 series guidance and regulations.
• Major Capability Acquisition experience. Acquisition Category (ACAT) Level II, III and/or Abbreviated Acquisition Program (AAP) expertise.
• DAWIA Program Management Level III Certification, Project Management Professional (PMP) or industry equivalent certification.
• 15 years’ experience with demonstrated managerial and supervisory skills
Preferred Attributes:
• Expeditionary Logistics over the Shore, JLOTS, OPDS or similar program operations experience.
• Experience working the Program Objective Memorandum (POM) fiscal year budget cycle.
• Experience working with OPNAV, NAVFAC, NAVSEA and other DoD agencies, private industry, and academia.
• Experience launching a new program, providing programmatic guidance and support throughout the joint approval process.
• Master’s degree in a management, business, engineering, or logistics field
• Strong applied communication skills. Ability to communicate with stakeholders effectively across multiple platforms (virtually and in person).
• Ability to review budgets, operational and execution reports, and present findings in formal briefings.
• Ability to analyze data metrics, forecast requirements, and schedule operational commitments.
• Ability to pivot from operational engagements, to hands on computer dialogue, to briefing daily reports.
• Microsoft Software Skills to include Outlook, Excel, Access, PowerPoint, Project, Visio, and SharePoint knowledge.
• Skilled in Project Management, Logistics, Budgeting, Contracting, Training and development of high performance teams
