Professional Analysis, Inc. (PAI) is seeking a Ship Cost Estimator – LHA/LPD Class Ship Design to support Naval Sea Systems Command (NAVSEA)  located at the Navy Yard - Washington, DC (Contingent upon award).

The Ship Cost Estimator (SCE) for LHA/LPD programs is responsible for providing accurate and detailed cost estimates for the construction, maintenance, and lifecycle support of LHA and LPD-class ships. The role involves working closely with engineering, procurement, and project management teams to develop cost models, assess financial risks, and ensure that estimates align with project requirements and budgeting constraints.

Job Responsibilities Include:
• Develop comprehensive cost estimates for LHA and LPD-class shipbuilding projects, including labor, materials, overhead, and subcontractor costs. Use cost modeling techniques to predict financial outcomes for various stages of the project
• Perform lifecycle cost analysis, taking into account ship acquisition, operational, and maintenance costs. Prepare cost estimates for ship upgrades, refits, and maintenance schedules
• Identify and assess financial risks associated with shipbuilding and maintenance. Provide input on cost-control measures and risk mitigation strategies
• Work closely with ship design and engineering teams to ensure that cost estimates are aligned with technical specifications and design changes. Participate in design reviews to understand the financial impact of design modifications
• Coordinate with the procurement team to analyze costs from vendors and subcontractors. Evaluate bids and ensure that estimated costs reflect the scope of work
• Prepare detailed reports outlining cost estimates and assumptions. Present estimates to project management and leadership, ensuring transparency in the cost-estimation process
• Ensure that all cost estimation processes comply with Department of Defense (DoD) and Naval Sea Systems Command (NAVSEA) guidelines. Maintain up-to-date knowledge of relevant regulations and standards


Required Minimum Qualifications:
• Bachelor's degree
• 15 years professional experience in program/project management
• In-depth knowledge of U.S Navy Amphibious Ship C5ISR systems and interfaces, as well as development of IGE's, ROMs and change assessments.  Understanding of NAVSEA acquisition polices, shipbuilding practices, detail design process, and SUPSHIP personnel structure. Must have DoD Security Clearance

Preferred Qualifications
• Advanced degree
• 10+ years DoD/Navy program management,  Government technical management, or Industry  business management
• Cost estimating utilizing shipbuilder MOA's, vessel labor/engineering/material pricing techniques.
• • Project Management Professional (PMP)
