Professional Analysis LLC is currently soliciting applications for the position of Cost Analyst, located in the Washington, DC area. This individual will provide financial management support to the Program Management Office (PMO) 314 Logistics Over-The-Shore.

PMO 314 is the lead acquisition office to develop, test, procure, field, and sustain the material solutions required to sustain Joint Forces ashore, when access to traditional port facilities and infrastructure is not available. PMO 314 is accountable for cost, schedule, and performance of the Navy’s LOTS systems, including: Joint Petroleum Over The Shore (JPOTS) systems, Amphibious Bulk Liquid Transfer System (ABLTS), Improved Navy Lighterage System (INLS), Lighter, Amphibious Resupply, Cargo, 5 (V) ton (LARC-V), and Maritime Pre-positioning Force Utility Boat (MPFUB).  

The Cost Analyst will work with the PMO 314 Business and Finance Managers (BFMs) to ensure that contracting, financial budgeting, and financial execution are aligned across the PMO 314, as well as with the Navy Resource Sponsor requirements. The Cost Analyst will assist the BFMs in:

• Managing the Program Objective Memorandum (POM) and budgeting processes, by consolidating submissions from each line of effort.

• Incorporating the POM submission to the office of the Chief of Naval Operations (OPNAV) Joint Distribution Branch (N4L3) and Expeditionary Warfare (N953).

• Making recommendations to Program Manager (PM) regarding funding allocations across the PMO 314.

• Ensuring PMO 314 operates within approved funding controls.

• Planning and executing the PMO 314 budget, reviewing program requirements and budgets with program managers conducting cost estimation activities, and managing task-planning sheets.

• Ensuring budget allocation and execution aligns with PMO 314 priorities and provides recommendations to PM for consideration.

• Supports funds execution, obligations, disbursements, and reconciliations within Navy ERP to ensure accurate financial reporting.

• Performs financial reconciliations to resolve mismatches in obligations, expenditures, and funding balances, ensuring compliance with DoD Financial Management Regulations (FMR).

• Identifies opportunities to enhance financial workflows, improve reporting accuracy, and streamline system processes to minimize financial discrepancies.

• Collaborates with financial managers, program offices, and system administrators to ensure effective financial management within Navy ERP and resolve complex financial issues.

Additional responsibilities will include:

• Reviewing funding requests that may be urgent or associated with highly visible special interest equipment procurements.

• Monitoring, analyzing, and reporting on commitments and obligations data from the appropriate financial systems on a weekly basis.

• Documenting, updating, and maintaining process flows, cycle memos, and key supporting document tables.

• Performing analysis of business processes and internal controls to identify risks.

• Preparing presentations and briefings, and actively participating in client meetings and day-to-day interactions.

Required:

• Current US DoW SECRET Security Clearance.

• 6 or more years’ experience.

• Experience working independently with minimal supervision and guidance.

• Strong problem solving and troubleshooting skills with experience exercising mature judgment.

• Proven experience effectively prioritizing workload to meet deadlines and work objectives.

• Demonstrated ability to write clearly, succinctly, and in a manner that appeals to a wide audience.

• Strong Microsoft Word, Excel, and PowerPoint skills.

• Proficiency in word processing, spreadsheet, and presentation creation tools, as well as Internet research tools.

• Demonstrated experience within the Department of War or Department of the Navy on the following systems: PBIS; ERP; EDA or other comparable DoW/DoN business systems.

• Very detailed oriented and analytical.

• Self-starter, motivated, flexible to changing priorities.

• Professional in appearance and conduct.

Desired Qualities:

• Bachelor’s Degree in business or financial management is preferred.

• DAWIA certification in Financial Management or equivalent.

Past Navy financial management experience with the US Navy would be extremely useful.
