Professional Analysis, Inc. (PAI) is seeking a Technical Writer to support the Navy’s Logistics Over the Shore (LOTS) program, managed by Program Management Office 314 (PMO 314), which falls under the Program Executive Office Industrial Infrastructure and Engineering (PEO IE) located at the Washing Navy Yard in Washington DC.

The Technical Writer will be responsible for revising or writing standardized material for reports, manuals, briefs, proposals, instruction books, catalogs, and related technical and administrative publications.  The technical writer's work would directly support these expeditionary units by providing them with the necessary documentation to operate and maintain their equipment in contested environments.  Work will be performed at the Washington Navy Yard (WNY) in office spaces provided by the PMO 314.

Job Responsibilities:

• Plan, create, and revise classified and unclassified documents based on highly technical information. This includes developing, editing, refining, and proofreading technical materials for maritime and logistics systems.

• Prepare and review technical documentation and recommendations, as well as to participate in Logistics Integrated-Product Team (LIPT), Integrated Logistics System Working Group (ILSWG), Manpower, Personnel, and Training Working Group (MPTWG), Supply Support Working Group (SSWG), Technical Data Working Group (TDWG), Physical Configuration Audit (PCA), Configuration Management Working Groups and other meetings as required.

• Analyze and report on operational requirements for the LOTS systems.

• The writer would work on a range of documents, including technical manuals, training materials, reports, manuals, briefs, proposals, instruction books, catalogs, and related technical and administrative publications.

• This could also involve updating standard Navy logistics products such as Planned Maintenance System (PMS) documentation and system/installation drawings.

• A key part of the job would be to collaborate with engineers, logisticians, project managers, and other partners to define project requirements and resolve content, production, and scheduling issues.

• The technical writer would be responsible for ensuring the clarity and accuracy of complex technical documents.

• This involves translating technical concepts into clear and concise documentation for a variety of audiences.

• This would also involve interviewing subject matter experts (SMEs) to distill highly complex information into easy-to-understand materials.

• Review and recommend approval or disapproval on Justification Cost Forms (JCF), System Alterations (SYSALT), Engineering Change Proposals (ECP), and participate in Configuration Control Boards.

• Analyze and develop recommendations for maintenance documentation and Technical Feedback Reports (TFBR).

Required Skills and Experience:

• Minimum of 5 years’ experience in the field with a High School diploma or GED; Vocational training commensurate with Department of Labor functional description.

• Demonstrated skills and experience in organizing material and completing writing assignments according to set standards.

• Proficiency in structured authoring tools and standard office software.

• Inputting and formatting text, tables, and graphics would be a regular task. This could also involve using structured authoring tools like Arbortext and proficiency in Microsoft Office and Adobe products.

• Ability to obtain and maintain a U. S. DoW Security Clearance at the Secret level

• U.S. Citizen

Desired Skills and Experience:

• DOD/military technical writing experience with ship and/or watercraft systems

• Knowledge of or experience with Joint Capabilities Integration Development System (JCIDS) documents

• Knowledge of Navy expeditionary forces and systems

• Experience in Improved Navy Lighterage System (INLS), Maritime Prepositioning Force Utility Boat (MPFUB), Amphibious Bulk Liquid Transfer System (ABLTS), Lighter Amphibious Cargo Resupply 5-ton (LARC-V), Amphibious Bulk Liquid Transfer System (ABLTS), and Joint Petroleum Over the Shore (JPOTS) systems is particularly relevant to this position.
