Position Overview: PAI is seeking a Senior Data Analyst to support the Program Executive Office for Aircraft Carriers (PEO Carriers), PMS 312 and PMS 368, by providing advanced analytical support, assessments, reporting, forecasting, and recommendations supporting aircraft carrier lifecycle management activities. This key position supports Integrated Logistics Support (ILS), Refueling Complex Overhaul (RCOH), and Inactivation (INACT) programs through the analysis of maintenance, modernization, logistics, cost, schedule, readiness, and performance data used to support strategic planning, lifecycle sustainment, and executive decision-making.
Key Responsibilities
• Retrieve, organize, analyze, and report maintenance, modernization, logistics, cost, labor, schedule, readiness, and performance data from Government databases and information systems.
• Support development, validation, refinement, and cost-benefit analysis of maintenance and modernization requirements, strategies, and initiatives.
• Analyze lifecycle sustainment strategies, maintenance philosophies, readiness metrics, and performance trends affecting aircraft carrier operational availability and supportability.
• Support Reliability Centered Maintenance (RCM) analyses and lifecycle management initiatives.
• Identify, evaluate, and track cost savings, cost avoidances, and cost increases affecting aircraft carrier operating and support( O&S) costs.
• Support development of Technical Foundation Papers (TFPs), Program Objective Memorandum (POM) documentation, budget planning products, and other strategic planning initiatives.
• Analyze maintenance, modernization, labor, material, schedule, and cost data supporting aircraft carrier availabilities, modernization periods, and lifecycle sustainment activities.
• Support development, refinement, and sustainment of Class Maintenance Plans (CMPs), lifecycle sustainment strategies, maintenance planning products, and modernization planning efforts.
• Develop executive-level reports, briefings, dashboards, metrics, forecasts, recommendations, and analytical products supporting Government leadership.
• Present analytical findings and recommendations to Government stakeholders and senior leadership.
• Provide technical leadership, mentorship, and quality oversight to junior and mid-level analysts.
Required Qualifications
• 10+ years professional experience performing lifecycle management analysis, maintenance analysis, modernization analysis, logistics analysis, cost analysis, engineering analysis, operations research, or program analytics.
• Experience supporting development and sustainment of platform Class Maintenance Plans (CMPs) and associated lifecycle management documentation.
• Experience analyzing maintenance philosophy, lifecycle sustainment strategies, maintenance requirements, readiness metrics, and availability performance data.
• Experience retrieving, organizing, analyzing, and presenting complex technical, logistics, schedule, and cost data.
• Advanced Microsoft Excel and analytical tool proficiency.
• Secret Clearance.
Preferred Qualifications
• Bachelor’s Degree in Engineering, Engineering Technology, Statistics, Operations Research, Data Analytics, Mathematics, Business Analytics, or related technical discipline.
• 15+ years professional experience.
• Experience related to aircraft carriers, naval ship maintenance, modernization, lifecycle sustainment, or shipyard operations.
• Experience supporting Program Objective Memorandum (POM) development, cost analysis, strategic planning, and resource allocation activities.
• Experience supporting Integrated Logistics Support (ILS), Refueling Complex Overhaul (RCOH), or Inactivation (INACT) programs.
• Experience with Reliability Centered Maintenance (RCM) methodologies.
Work Environment
This position is located in the Hampton Roads, VA area and serves as the senior analytical resource within PAI’s Lifecycle Management Analytics Team supporting PEO Carriers, PMS 312, and PMS 368 lifecycle management activities.
